Consultants' reports
The consultants' reports were commissioned to assist the Commission make decisions about appropriate assessment methods. Thus, the direction of the research was guided, to an extent, by the Commission's requirements. The issues researched may have evolved following the Commission's receipt of State submissions and progress with its own work.
